A good first step is to call NYPD Facilities Management Division (at the number above) and ask about their plans for the lot. Ask if the plans have a timeline. Ask if the NYPD might be willing to sign an interim use agreement through GreenThumb or license the land to a community group directluy. Take notes on your call. Get the name of the person you spoke to. Record your note below so that others who are interested in this lot can benefit from what you learned. We're all organizers together.

NYPD is in the process of determining whether there is budget in 2017 for this parking lot. We should check in in July 2016 after we know whether they got money in the budget for the potential parking lot here...

Hey Paula,

I spoke to Sargent Oliva from the Facilities Management Division last Friday. He called to let me know that they are waiting for a meeting to be scheduled to discuss budget priorities. After the meeting they should have a better idea of the parking lot project timeline. In the meantime, he let me know that if the lot looks like it needs to be cleaned or is unsafe to let him know and they will respond.

I should hear back from him later this week.

Hi Paula,

Glad we were able to check in about the gardens. I’ve attached the response we received shortly after our meeting from the NYPD. Since reviewing it, I have contacted the NYPD (Commissioner’s office and the Facilities Management Division) to ask about their timeline. I am following up with them this week.

I will keep you posted as I receive news. As always, feel free to contact me with any questions!

NYPD response regarding the planned parking lot The Commissioner seems to think there are more police cars in the neighborhood than existing NYPD parking lots (click the link to read his letter). We have noticed that not only the lot next door, but the nearby NYPD lots on Dekalb Avenue, often have many empty spaces. Time to organize "Police Parking Lot Watch" and document the actual use of the existing spaces. Who's up for setting up a monitoring system?

Yesterday, Celeste Leon from Council Member Rafael Espinal's office met with me and local organizers Keri, Sandra and Renee.

We discussed an alternative vision for this lot as an open space in a district that desperately needs to catch up with the City standard for open space.

This lot was planned as an expansion of the NYPD parking lot in the mid-1990s and has been vacant ever since. There is another NYPD parking lot 2 blocks away on Dekalb avenue that is never full. Maybe neighborhood needs have changed? Maybe it is time for a new vision for this public asset?

Celeste is going to talk to Council Member Espinal about supporting a new idea for how to use this space and let us know. Organizing here will mean forcing a change, but a change that the community will benefit from!

Update: Patrick Malarkey has been promoted and is no longer a contact for the Facilities Management Division. I spoke with his replacement Jamie Kani, same number 646-610-7650. Jamie says NYPD still plans to make this lot an NYPD parking lot.

We got this note from the Evergreen lot's mailing list, via Darren:

At the CB meeting, I spoke with one of the police community liaison. Officer Frankel (sp?) said that she would report back with what she finds from the Wilson dept. She did not know of the abandoned house on the right corner, but she said that from what she understands they are trying to get in touch with the private lot owner to the left of 143.

There's a community precinct meeting tomorrow 6:30 at the Knickerbocker police station. I'm planning on going in case anyone else is interested.

-Sanitation dept bull dozed the lot's trash to one side.
-Flowers were taken down after 2 weeks.
-Considerable amount of dumping has resumed.
--Sidewalk is more than half covered with trash bags. Saw a man trip and fall over them yesterday.

There's much to be done, but it will be a slower process of activism.

Meanwhile, we're looking onward with other lots. Get involved!

I came from Brasil to run a project collaborating with the 596 acres, documenting some vacant public lots in brooklyn -- the project is called Lots of Land / Land of Lots, planning to be booklet and currently being showed at the bric rotunda art gallery (

So I've been to Stockholm Street and sit there for some days... made some drawings of the lot, the neighborhood, picked up some interesting garbage and kept asking the neighbors I met about it all -- and, when getting the chance, trying to get an answer trough an image.

I'll be uploading some of my images to the lot's page in a moment and will try to join the group for the meeting this Sunday.

On July 25, 2012, with the help of the Foundation for Responsible and Open Government ( and our Friends at Rankin & Taylor (, we filed a Freedom of Information Law Request with the NYPD for documents relating to plans for this site. The NYPD finally responded on October 15, 2012, that they have 23 pages of such documents. We sent them a check for $5.75 to cover the copying fees and are awaiting the response. We'll post here when we have it.

Are folks here interested in having a meeting to re-group?
