Property is located in the Brownfield Opportunity Area:

I was reading this from Uprose:

"More Great News from UPROSE : As many know, UPROSE was part of the environmental justice leadership responsible for getting legislation passed that would make it possible for brownfields (contaminated land) in EJ communities be re-developed consistent with community priorities. It was historic & is being replicated throughout the country. In 2007,UPROSE was the first org. in the State to ask that the BOA address local climate adaptation needs . UPROSE successfully facilitated a multi-stakeholder process & incorporated our 197a plan & community priorities. Cesar Perales, the NYS Secretary of State just announced that the Sunset Park BOA was just designated today. This is good and comes with a 5% tax credit bump up on development within the BOA area so long as the development fits within the goals of the BOA (Brownfield Opportunity Area) - if you have any questions, please call Ryan Chavez at 718-492-9307 "

And I checked the nystate website for this program.

The Brownfield Opportunity Areas (BOA) Program provides resources to New York communities to establish effective revitalization strategies that return dormant and blighted parcels into productive, catalytic properties. Our goal is to work in partnership with local communities and organizations to develop and realize a community vision for redevelopment and community revitalization.

More info, maps, how to apply, sample projects that community organizations, and others are doing under the program.

Letter from Council Member Ruben Wills asking to have this building taken out of the Oct 28 2015 auction Although the building was not removed as the CM requested, advocates handed this letter out at the auction to all potential bidders and - despite two rounds of bidding - no one purchased it. The building remains public and an organizing opportunity.
